Cardell Velez is a seasoned healthcare operations and executive leader with more than 20 years of experience driving performance, innovation, and strategic growth within complex health systems. Known for his collaborative leadership style and operational acumen, Mr. Velez plays a pivotal role in advancing Allegheny Health Network’s (AHN) mission to deliver high‑quality, patient‑centered care across its integrated network of hospitals, outpatient facilities, and specialty service lines. 

In his role as Chief Operating Officer, Mr. Velez oversees system‑wide operational effectiveness, working closely with clinical, administrative, and executive teams to optimize care delivery, enhance patient experiences, and implement scalable business processes. He is particularly recognized for his expertise in aligning cross‑functional teams, improving operational efficiencies, and fostering strong physician and provider partnerships that strengthen care continuity and performance.

Prior to his leadership at AHN, Mr. Velez served in senior operational roles across several major health systems, including UTSW and Texas Health Resources, where he led diagnostic imaging services, clinical operations, and revenue cycle initiatives. His deep background in healthcare management, physician relations, and technology‑enabled service delivery informs his strategic approach to integrating innovative solutions while maintaining a strong focus on quality and safety. 

Mr. Velez holds an MBA from the SMU Cox School of Business and a Bachelor of Science in Engineering from Wayland Baptist University. He is also actively engaged in professional leadership and development initiatives within the healthcare community.
